List templates visible to the tenant

https://api.qfp.quantnetwork.net/api/templates

Returns SYSTEM-scope templates and the caller tenant's own
TENANT-scope templates in one page, SYSTEM first (ordering is fixed
at scope then key ascending; a sort parameter has no effect).
DEPRECATED templates are excluded unless includeDeprecated=true;
ignorePaging=true returns the whole result set in one page.
