Create a new version

https://api.qfp.quantnetwork.net/api/policies/{policyId}/versions

Adds an immutable version at max(versionNumber) + 1. content is
validated against the catalog for the policy's action.

The policy is not repointed: it keeps serving the version it
pointed at before, and executions keep running that one. Making the new
version live is a separate call to
PUT /api/policies/{policyId}/current-version.
