Remove a member

https://api.qfp.quantnetwork.net/api/tenants/{id}/groups/{groupId}/members/{userId}

Removes one member by user id. Idempotent: removing a non-member (an
unknown id included) answers 200 and changes nothing. Allowed on a
deactivated group.

Requires group:manage, and the path tenant must equal the caller's
tenant_id claim.
