Delete a webhook registration

https://api.qfp.quantnetwork.net/api/webhooks/{id}

Removes a registration and answers 204 with no body.
Deliveries already queued for it become CANCELLED rather than being attempted, and a subsequent read returns 404 Not Found. The delivery history stays readable.
The URL is freed, so it may be registered again afterwards.
