Create an approval group

https://api.qfp.quantnetwork.net/api/tenants/{id}/groups

Creates a group with a stable key (e.g. #mlro) that policies
reference. The key must match ^#[a-z][a-z0-9_]{0,62}$, is unique
per tenant (case-insensitively; a duplicate is 409) and is
immutable after creation. The group starts ACTIVE with no
members.

Requires group:manage, and the path tenant must equal the caller's
tenant_id claim.

400The request body or parameters failed validation. A field violation reads Invalid Request parameter. {field}; unreadable JSON reads Malformed JSON request.

401No bearer token, or a token that failed verification. Always Authentication token is missing or invalid.; the reason is never disclosed.

403No group:manage permission (You do not have permission to manage approval groups.), or the path tenant is not the caller's own (Invalid tenant id).

409The key is already used in this tenant (Approval group with key '{key}' already exists.).
